Lead Construction Management Engineer

About the Role

Technical lead for infrastructure delivery on an EU-funded UN project, overseeing construction, contractor supervision, QA/QC, HSSE compliance, and stakeholder coordination with climate-resilient design principles.

Responsibilities

• Lead planning and technical delivery aligned with UNOPS standards
• Integrate climate resilience and biodiversity principles into infrastructure design
• Oversee site investigations and feasibility studies
• Direct contractor and consultant supervision ensuring compliance with designs and contracts
• Implement QA/QC procedures and monitor HSSE requirements
• Track schedule, budget, and performance against approved plans
• Prepare progress reports covering performance, safety, and quality
• Supervise technical staff and deliver training on construction supervision and HSSE

Requirements

• Master's degree in Civil Engineering, Construction Management, or Structural Engineering (highly desirable)
• Extensive professional experience in infrastructure implementation and construction supervision
• Demonstrated expertise managing contractors and multidisciplinary teams
• FIDIC contract frameworks familiarity desirable
• Environmental or biodiversity project experience advantageous
• English fluency required; Sinhala or Tamil proficiency an asset
